Method of avoiding groundwater leakage at flooring underground fit?

there was no ground water found when the building was constructed.There was no rain at that area for fast 7 years before the building constrction starts.Now heavy rains in that area .It is the place under hills.Now a lot of water leakage in the flooring at underground pits.
