Theres a rebuilt car with 11K miles on it and it says REBUILT because it is a theft car. Is it true?

Have just saw a Rebuilt Car and the dealer says that its a theft car and they took it from an Insurance company. Can that be true? Also what could be the resale value of this car? Also what can be other problems?
