Is it illegal for someone to put their hand in a car and take something?

Being that the person is a private security guard and not a police officer, this certainly sounds illegal. If the security guard works for the school and your parking permit, which you paid for came from the school, you should first contact your school. If you feel that your safety is threatened, then by all means make this known. Just remain courteous and ertive about the matter.
