Does India require a Dictator to bring an end to corruption?

It just doeas'nt seem to end. It happens with successive governments, it happens frequently and it happens in a big way involving prominent politicians. Do we need a brutal ruthless regime of a honest dictator. Our Governments have failed, and not only failed they refuse to act thereby proving their impotency.
