Will an infra-red CCTV camera work if it is mounted indoors (pointing outdoors through gl)?

Without the LEDs I'd say definitely OK. With the LEDs, just like taking a flash picture through a window, you might need to experiment with the angle so you don't just see a reflection in the window.
