Are restaurant booths deliberately designed to be uncomfortable to discourage lingering?

Almost every restaurant, especially fast food ones, seems to have booths that are uncomfortable - the seat backs are to straight up. Does anyone know if this a deliberate design to encourage diners to finish up and go or just a widespread poor design?
