Why doesnt the democratic party just split the Florida and Michigan Delegates 50/50?

That would not be fair for Barack Obama. Between Florida and Michigan there are over 45 Super delegates and a majority of them support Hillary. If we allow to seat the delegates at 50/50, she will end up winning the states with the Super delegates and that's just not fair.
